I've looked up guides for their exact location and they aren't there, probably because I encountered the visionary too soon. The guards that people recommended I look for (who the visionary speaks of) are nowhere to be found. It won't allow me any dialogue options and immediately starts with him repeating this line every time I enter conversation with him. When I went back to the visionary, the only thing he will say is something along the lines of "I know the guards were going to bring me candles, I heard their screams, I fear for their deaths." that's not a direct quote. The man who sells the relics in the cantina tasked me to go see the visionary and that he has the Spear fragment or could help me with more information. I rescued the two guards by the wheel, spoke to the man selling relics, and even spoke to the commander who tasked me with rescuing the soldiers about the witch. I eventually got around to doing the Lost Lamb quest and that one went along fine. I went on and did several other quests and the game autosaved after all my other quests. I went through all dialogue options with him the first time and it ended with the only option being me asking him why he needs so many candles, and him answering vaguely (clue that I'd encounter him again later).
I spoke to the visionary about an hour or two before I was tasked to speak with him again about the witch.
